Emergency Repair Program
The Emergency Repair Program assists homeowners with the repair of one or two health and safety hazards. It gives homeowners a way of financing up to $7,500 in repair work.
The program offers forgivable loans, which do not need to be repaid if the homeowner continues to live in the home for 10 years. The loan balance is reduced by 10% every year after the loan is first made. The loan would need to be repaid if the home is no longer occupied by the owner.
Homeowners may apply for the Emergency Repair Program by completing an application provided by the City. City staff will determine eligibility and work with the homeowner throughout the loan and construction process.
- The property is a single-family home, duplex, fourplex, manufactured home, mobile home, or condominium.
- The owner lives in the property and has title to the property.
- The property is located within the incorporated limits of the City of Elk Grove.
- The property is in need of emergency repair to correct one or two health or safety hazards to allow continued safe occupancy of the home.
- The owner has lived in the property for one year or more.
- The owner is willing and able to maintain the property in a safe and clean manner.
- Water heater replacement
- Plumbing repair
- Electrical repair
- Roof repair or replacement
- Heating and cooling system repair
- Structural repairs needed due to wind, water, or fire damage
- Door, window, and lock replacement
- Disabled accessibility improvements, such as widening doorways to allow for wheelchair access, grab bars, or wheelchair ramps
What Repairs Are Not Eligible?
- Additions to existing structure
- Purchase or repair of furnishings, equipment or tools
- Construction or repair of swimming pools
- Other restrictions apply
Do I qualify for the Emergency Repair Program?
You probably qualify if:
- You own the home and live in it full-time.
- You have homeowners insurance.
- Your household income is less than the amount listed below.

How do I apply?
If you would like to apply for the program, please fill out the application and return it to City Hall along with all required documentation. Copies of the application are also available at City Hall upon request.
