Housing Repair & Rehabilitation
The City of Elk Grove Owner Occupied Housing Rehabilitation Loan Program is designed to provide low-income owner-occupants with financial assistance to rehabilitate their homes. The goal of the rehabilitation is to eliminate critical health hazards and make repairs necessary to safety. The program is funded through the City’s Community Development Block Grant (CDBG) and is a voluntary, citywide program.
The program will reduce the number of substandard housing units within the City, while maintaining the existing affordable housing stock. Additionally, the program contributes to increasing independence and quality of life for persons with special needs, including the elderly and the disabled.
Program Eligibility
- The property is a single-family home, duplex, fourplex, manufactured home, mobile home, or condominium.
- The owner lives in the property and has title to the property.
- The property is located within the incorporated limits of the City of Elk Grove.
- The property is in need of rehabilitation to correct one more health or safety hazards to allow continued safe occupancy of the home.
- The owner has lived in the property for one year or more.
- The owner is willing and able to maintain the property in a safe and clean manner.
What Repairs Are Eligible?
- Water heater replacement
- Plumbing repair
- Electrical repair
- Roof repair or replacement
- Heating and cooling system repair
- Structural repairs needed due to wind, water, or fire damage
- Door, window, and lock replacement
- Disabled accessibility improvements, such as widening doorways to allow for wheelchair access, grab bars, or wheelchair ramps
What Repairs Are Not Eligible?
- Additions to existing structure
- Purchase or repair of furnishings, equipment or tools
- Construction or repair of swimming pools
- Other restrictions apply
Do I qualify for the Owner Occupied Rehabilitation Loan Program?
All loans are subject to approval by the Rehabilitation Loan Committee.
You probably qualify if:
- You own the home and live in it full-time.
- You have homeowners insurance.
- Your household income is less than the amount listed below.

How Do I Apply?
“If you would like to apply for the program, please fill out the application and return it to City Hall along with all required documentation. Copies of the application are also available at City Hall upon request.
