The City of
Elk Grove became an entitlement jurisdiction in 2003 and will receive
federal Community Development Block Grant (CDBG) funds directly from the
U.S. Department of Housing and Urban Development.
The United States Congress established the Community Development
Block Grant (CDBG) Program in 1974. The
national objectives of the program, administered nationally by the U.S.
Department of Housing and Urban Development (HUD) are to:
- provide decent housing,
- create a suitable living environment,
and
- expand economic opportunities principally
for low and moderate income people.
In
order to receive these funds, the City must prepare Consolidated Plan
documents, which are reviewed by HUD. The
Consolidated Plan documents include:
The
City may also receive additional federal funds for affordable housing
projects through Sacramento County, which receives HOME Investment
Partnership Act funds from HUD. The
County’s program is administered locally by the Sacramento
Housing and Redevelopment Agency.
Consolidated
Plan:
The Consolidated Plan is the guiding document for the City’s
Community Development Block Grant Program.
The Consolidated Plan is typically a five-year plan designed to
identify and address the needs of individuals and households that earn
less than 80 percent of the area median income (AMI).
This group is referred to as the target income group in
Consolidated Plan documents. The
Plan is also designed to address the needs of areas in Elk Grove, where
there is a higher concentration of target income households.
These areas are referred to as CDBG Target Areas.
The Consolidated Plan is the guiding document for the City’s
Community Development Block Grant Program.
A draft of the document is currently
available during the 30-day public review period from April 30th to
May 30th, 2003.

Action Plan:
The Action Plan is an annual plan, which implements the
Consolidated Plan each year. It
identifies how CDBG funds will be used that year and how those uses
correspond to the overall the objectives in the Consolidated Plan.

Citizen
Participation Plan:
The
City of Elk Grove encourages citizen participation. The Citizen Participation
Plan identifies the City’s efforts and policies designed to involve residents,
special needs groups, service
providers, and especially target income residents in the CBDG program and
the development of Consolidated Plan documents.
Analysis
of Impediments to Fair Housing Choice (AI):
As a recipient of HOME funds from Sacramento County, the City is
included in the County’s AI. The
AI analyzes actual and potential constraints to equal access to housing
for all County residents and proposes
