Old Town SPA Update Scheduled for Second City Council Hearing on 7/27/05

The Elk Grove City Council held a Public Hearing for the update of the “Elk Grove Old Town Special Planning Area – Design Standards and Guidelines” at its June 22, 2005 meeting. At this hearing, several business owners raised concerns about their businesses being classified as “non-conforming” and the negative impacts that classification would have on the business.

City Council instructed staff to conduct a public workshop to look at options for these businesses. A special meeting was held on July 14, 2005. Approximately 30 citizens and business owners attended the meeting.

A consensus was reached regarding the issue, including reclassifying the uses as “Restricted Commercial” and allowing the existing uses to continue, even if the business is sold, without receiving a permit from the City.

In addition, the Old Town Merchants’ Association recommended changes allowing temporary pedestrian oriented signage such as boards advertising a restaurant’s menu or specials. A Temporary Sign Permit process is proposed to allow such signs if they meet safety and aesthetic conditions.

The City Council will consider these proposed revisions and the rest of the “Elk Grove Old Town Special Planning Area – Design Standards and Guidelines” at the July 27, 2005 hearing, beginning at 6:30 p.m. in the Council Chambers. The Council will consider the Planning Commission's recommendation to approve the May 2005 draft of the SPA, subject to the revisions from the July 14th public hearing.
