Rural Road Improvement Standards
 – Project Purpose and Intent

In August 2006, the City Council directed staff to initiate a public outreach process and work with the community to develop Rural Road Improvement Standards for the Rural Sheldon/Rural Residential Area as defined in the General Plan.  The purpose of this project is to create new road improvement design standards that are rural (rather than urban) in character for future road improvements in this area of the City. The intent of the Rural Road Improvement Standards is to preserve and enhance the existing rural character of the Rural Sheldon/Rural Residential Area consistent with the policy direction in the General Plan.  It is not the intent of these new design standards to change the planned roadway improvements outlined in the adopted General Plan, but rather to affect the design of those future improvements to be more rural in character.

Project Area

The project area subject to the Rural Road Improvement Standards is the existing Rural Sheldon/Rural Residential Area as outlined in the General Plan.

Applicability of Rural Road Improvement Standards

Once adopted by the City Council, the Rural Road Improvement Standards will apply to all future road improvement projects within the project area, including both new road construction and road widening projects.  Again, it is not the intent of these new design standards to change the planned roadway improvements outlined in the adopted General Plan, but rather to affect the design of those future improvements to be more rural in character.

As directed by the City Council in October 2006, the design provisions of the new Rural Road Improvement Standards will inform ultimate design of the north side of the approved Bond Road widening project.  Bond Road is located along the southern boundary of the project area and the Bond Road widening project was approved with rural improvements on the north side (e.g., no curb, gutter, or sidewalk and limited street lighting) and urban improvements on the south side.

Upcoming Opportunities for Public Input

The Rural Roads Improvement Policy and the Rural Road Improvement Standards are scheduled to be heard by Planning Commission on October 4th 2007.
